Can't Send and Receive in Outlook 2007

When I select Send and Receive, I get a message "Not Implemented". I have
gone into the control panel under "Mail", and all of my settings are correct.
I tested my settings and it checked OK. I have shut down restarted to now
avail.

When I first start up I get a message that says "Either there is no default
mail server or the current mail client cannot fulfill the message request.
Please run Microsoft Office Outlook and set it as the default mail client."
I have done that and the message keeps coming up.

I turned off the computer and started it again and I could then send and
receive. It is now working.
