Can't see data from 2 of 3 linked tables that a main table depends

We are using Access 2003 to track performance in an incentive program. We
made some query and report changes for one of our new offices and loaded the
mdb files onto their server. The participants access the database through
Citrix. We did not have any problems with this last year. We loaded the
updated mdb files onto the server and linked the tables from the front end to
the back end on the Program side where participants enter their progress, and
linked the tables from the Management side where we run reports, etc. to the
back end with no problem. The problem is that when we open a staff table on
either the Management side or the Program side that depends on three other
tables that contain positions, departments, and teams, we cannot see the data
for the positions and departments, we can only see the info. in the teams
column. The positions and departments columns are blank. Yet when we copy
the files over to a laptop and link the tables, we can see everything in the
table. Any ideas on what the problem might be?
