Cant save access 2007 file in 2002/2003 format, why?

I have a database made in Access 2007 but it should run in access 2002/2003
but when i try to save in the 2002/2003 format it says.
"You tried to access a database that is already
opened by the user 'admin' on 'PSW'. Try again when databaen is
available."
This has always worked whitout problem before. Is there anyway to fix this.
I have googled and found some things on other forums but i havent found a
solution that should work for me.

Make sure that (a) you're not opening this exclusively and (b) you have saved all changes before you try to convert
this. You can make sure you're opening this exclusively by using File - Open, then find the database, then click the
small arrow next to the Open button (in the File Open dialog box), and make sure to NOT open this exclusively. Also
you'll need to insure that you don't have the db set to open Exclusive - click the Office Button - Access Options -
Current Database, and review your settings there.

The Access settings is set to Shared and not Excluive. How do i set this on
the database?
I dont have file - open in Access 2007. I just have a office button were you
find new, open and so on.

I don't think Access 2007 is different than earlier versions, where you need
exclusive access to the db to convert it. Kick the user on the PSW pc out of
the db, open the db exclusively with a shortcut, then convert the db.

Yes im the only one right now cause im just running it locally at my computer
while updating the database.

It works fine to open the file exclusivly but when i shall save it in an
earlier version it says "You cant use the c:\Artsys\Artsys.accdb the file is
already in use"

I have tried download a access fille that should loggoff all from the
database but that didnt work how do i do that?
