can't register dll's

I'm running Windows XP with Service Pack 2. I have an issue installing my new
printer, HP Deskjet 3940. In the middle of the installation, from the CD, it
says it cannot continue the installation because it cannot find these dll
files in the registry:
sccbase.dll
slbcsp.dll
gpkcsp.dll
I checked to see if the printer software is up to date at th HP site and
found that it is the latest version.

So I tried looking for these files on my computer, and noticed they were not
there. Then I search for them on the internet, found them and downloaded
them. At the website from which I downloaded them, it said to install them by
putting the files in the "C:\Windows\System32\" directory and (if that was
not enough to make it work) register them using regvsr32.exe by typing these
prompts in the "run" command box:
regsvr32 C:\windows\system32\sccbase.dll
regsvr32 C:\windows\system32\slbcsp.dll
regsvr32 C:\windows\system32\gpkcsp.dll

So I tried to do that (separately for each file) and I got an error message
saying that it couldn't find the file. But the files are in that directory!!!

What can I do so that the regsvr32.exe program finds these files and
registers them?

Also, I tried installing the printer software on a friend's computer. He's
using Windows 98 SE. The software installed completely, just fine, with no
error messages. We did a search on his computer for the dll files in question
and notice they are not originally there. Why do I need these files for
Windows XP and not 98?

Hi,don`t bother save yourself the aggros,return the printer buy
something
else l had the same issue and b4 contacting the waste of space call HP
online chat,
l did some research and came across your problem(same as mine)
trawled all over the net and there was not one single solution to the
problem
so l logged to HP online chat(big mistake,are they based in india?)
b4 anyone start complaining,most based in england are as bad as well.
anyway starts correspondence with their so called technician around 12
yesterday up till now still no solution,
and the most annoying(multiply by infinite)part
all their technicians read from the manual
despite explaining over and over for them to read my call session
so as to know it`s an ongoing issue
which any IT technician or customer services worth it`s salt should be
able to retrieve
but or no reading from the manual l was asked the same questions again
and again
gave up lost my patience,inform the last expert(their words not mine)
will return the printer and inform the world of what waste of space
their printer is
not bitter just mad(never been moved to complain b4 but well done HP)
MEMO TO HP:Re-train your so called technician to use the brain
it just does not have to be by the book and also you can`t retrieve
call logged?
scrapped the call center and move it to India
