Can't open links in Outlook

I cannot open any links in Outlook. When I try to open a link I receive the
followng message:

"This operation has been canceled due to restrictions on this computer.
Please contact your system administrator".

I AM the system administrator on this home PC.

I am also using Norton Systemworks and Firewall.
