Can't migrate folders and address book

I just got a new computer running Windows XP and Outlook 2003 and I couldn't
migrate any of my folders or the address book from my old computer running
Windows ME and Outlook Express. I'm not an IT technical person so I'm hoping
someone can give me information on how to migrate the data without going into
a lot a tecnical jargon. I just need some hand holding for a bit.

Can I just download the *.dbx folders (whereever they are on my old
computer) on a USB flash key and copy them into Outlook on the new computer
or do I have to copy them into Outlook Express on the new computer and then
import them into Outlook? And what about my address book?

Your Outlook Express mail folders and address book on the old computer
need to be imported into Outlook Express on the new computer. Once this
is done, export the messages from Outlook Express on the new computer to
Outlook on the new computer.

For your address book, use Outlook's File > Import to import from
Outlook Express on your new computer.

Yes, I know I need to import the folders from the old computer but how do I
do this when the migration didn't work the first time????? You just can't say
"to do this and that" without explaining the process to do it.
