can't log into user settings

Hi all.

I am unable to log in to my administrator settings in
windows xp. When windows loads, I get a basic blue
background without my quicklink toolbar, any of my
desktop shortcuts, my internet homepage, or my emails in
the inbox. Basically, even though I am logging into the
administrator correctly, I cannot actually access those
settings. I can see that they are still saved into my
computer by viewing them in the user files on the C:
drive, but they are not being used by windows. help???

but i don't have the problem listed on that page:
SYMPTOMS
If the security log is full and a restricted user with no
password attempts to log on from the Windows XP Welcome
screen, the logon request is rejected without any error
messages.

I definitely have the password, and I am the only user of
this computer, at home....not a restricted user.

What happens if you try logging on in Safe mode (hit F8 at system startup)?
