Can't Load SDK webpage

I don't know where to post this S.O.S. ...

I can't load
http://www.microsoft.com/msdownload/platformsdk/sdkupdate/update.htm
because I keep on getting this message after the SDK Update catalog (Clock)
gathers information:

I installed all the files on that website, but still can't get the catalog
to come up to install SDK files.
Also, when I go to
http://www.microsoft.com/msdownload/platformsdk/sdkupdate/psdk-full.htm
to download files, I'm unable to, because I don't have the latest msxml3.dll
Sp2 or greater installed.
What is this file and how/where to get it?
Please shed a light.

There appears to be a bug from the website that does the scanning when you
click "Download/Install" menu. To get around, you will need to logon as
"ADMinistrator" account, the accoun that was created from the day you 1st
installed yourv WinXP OS. This should solved the problem. This happened to
me recently when I logged on to my 2nd ADMinistrator account (I always gave
myself a new Admin account with the same privilege as the system
"ADMinistrator" account). I donot know why this only works on the
"ADMinistrator" account, and not on other accounts with "ADministrators"
group assigned to them ?

Well, Administrator account gave me luck.
Why am I not able to download or load the page with other Admin accounts
though?

A serious bug in Windows XP Professional as far as I am concern or a bad bug
from the web page. I hope MS guys will take a look at this.
