Can't link from MS Outlook

How do I inable linking to a web sit from within an e-mail, MS Outlook,
I get an error message. "This operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administrator."

You do it by asking in a group with OUTLOOK in the title. Notice this
group LACKS that word.

Ask elsewhere
 
You receive an error message when you click a hyperlink in Microsoft Outlook:
