Can't install the OS

i have successfully built a computer and done the necessary things in BIOS
and when the command "insert system disc" i insert the disc but all i get is
a blank screen with a blinking white line.
Could it be that the disc is corrupt, i have already try reconnecting the
IDE cables and changing the access modes (LBA, CHS, LARGE)

You should post back with more details such as your motherboard make/model,
video card make/model, RAM installed, and hard drive make/size.

In the meantime, reset the BIOS to Default. Make sure your jumpers are
correct on your hard drive and optical drive. Install with only these
components connected: hard drive, optical drive, floppy drive (if you have
one), keyboard, mouse, video card. Make sure you have connected your power
supply correctly and if the video card requires a connection, that you've
done this. I assume that you've correctly installed the mobo with standoffs
and that the machine goes through POST.

Include the details of your XP install disk - retail XP Home, OEM XP Home,
burned copy, etc.

Have you tried cold-booting with the BIOS set to boot from CD first, and
with the CD actually in the drive? Does that CD boot on other systems?
If it's a copy rather than an original MS CD, it may simply have been
improperly made.

Ensure that the jumper settings on the drives are correct. You may need to
change from, say, Master/SLave to Cable Select (or reverse). If you're
using Cable Select, ensure that the drives are in the right positions on the
cables.

Are all drives on IDE or are some on SATA ports? Try disconnecting all
drives except for the CD to be sure that it does actually work.

Finally, wait longer for an error message. You may have to wait up to ten
minutes, but the error message from the system could be helpful.

First enter the BIOS and ensure you have the boot sequence or boot order set
so that the CD-Rom drive is the first device to boot. It must be listed
before the hard drive. Now place your XP CD into the drive and then restart
the computer. You should see a message that says "press any key to boot
cd...." You have 5 seconds to press a key to boot the CD. The XP CD should
boot and you should see a message at the bottom of the screen to Press F6 to
install drivers for your RAID drive which is what you need to do with a SATA
drive. Follow the onscreen prompts to install the drivers that came with
your SATA drive. Once that is done you should be able to select the option
to Install Windows. From there you can create a partition and format it as
NTFS and then install XP.

Yes i have tried cold booting with the BIOS set to boot from cd first with
the cd in the drive and yes the system cd cd does boot on a different
computer.
I have checked the jumper settings, disconnected and reconnected the IDE
cables
ensuring they are in the right place.

The DVD/CD drive is on IDE but the hard drive is on SATA.
I am fairly sure the CD dirve works as it is detected in the BIOS

Yes i have put the cd drive at the top of the boot list, before the hard
drive. However i only get an error message saying "couldn't find NTLRD" or i
get a blank screen and i don't get a message saying press any key to boot cd.
The system cd does work on another computer though.

Check the BIOS again and look for anything like Quick Boot or Rapid boot or
Show Logo etc. If found disable and then try again. Some systems boot so
fast that the CD-Rom doesn't seem to get a chance to boot or a Logo screen
covers the "press any key....." message
