can't install some programs

installed vista upgrade and it runs fine. i am only user\administrator. But
it won't let me install some (but not all) new programs. Some install just
fine. for others, I'll get various 4 digit error codes or a message that
Windows Installer is not installed correctly. What's the fix?

Tried those. somehow the installer must be corrupt. programs run fine.
but can't delete some or install some. google toolbar for example
won't install. how can i reinstall the installer itself.
