Just got a bit of an update: I have tried installing a copy of Vista
Home Basic and the same problem occurs.
Further, I have located three windows programs / features that stop
repsonding when trying to install something:
-Windows Defender
-Task Scheduler
-Task Manager.
Don't know if this has anything to do with the problem or not
You know, malware can still hang around even if you have formatted the
HD and installed the O/S fresh.
Malware could have been your problem all along with programs not
starting or responding, particularly Windows Defender and Task Manager,
with Task Manager being used by you to see what is running on the
computer, and malware can knockout Task Manager so that you can't see
what is running.
May I suggest this.

You can burn yourself a copy of Ultimate Boot CD and use that to format
the HD instead of using Windows Format, to make sure you wipe the HD
clean.
