can't install new programs

I can't install new programs on my system (XP Home
edition). The AutoPlay is turned on but the Install
Wizard does not come up. I also use "run" in the start
menu and have went through "My Computer", right-click on
cd-rom drive, "open". I can open files and folders, such
as "read me" but I get no response from the setup.exe
file. I have tried multiple new software programs and
none of them work. I tried them on a different cumputer
(same operating system) and they worked fine.
I check the task manager and it shows a process called
setup.exe

Also, this may be related... When logging off (start
menu, log off, log off) a window with a progress bar pop
us and says "End HTML package" and has one button that
says "end now". After I have atttempted to open a
setup.exe file and I log off then click the "end now"
button, for s split second you can see the install wizard
start up but then it logs off.

Any ideas?

Its possible that there could be a program running in the
background that is not responding and therefore when you
load windows it is also attempting to run and its
stopping at this point. What you need to do is to
individually shut down the programs running in the
background to find out which one is causing the problem.

To stop these background application from loading at
startup, you need to go to
start,then run and type
msconfig

then click on the startup tab and this will bring you a
list of the programs running in the background, uncheck
the box next to them to stop them from loading the next
time windows boots.
