Can't install msi packages on CompacFlash configured as removable

I build an version of embedded XP and boot it from Sandisk 512MB CompactFlash
configured as removable disk.But if I install any msi(windows installer)
packages after booting embedded XP, it always asks me to insert an disk.But
if I boot embedded XP from harddisk ,any msi packages can be installed
without any errors.Is it true that msi packages can't be installed on
removable disk?Or do I have any ways to configure CompactFlash as fixed disk?

Any help would be appretiated.

I remember similar problems have been reported about the msi on removable media.
