Can't install anything from the cd-rom drive or dvd drive

Win XP pro recognizes the drives and work perfectly (according to the device
manager) but when I insert an installation disc (like norton anitvirus or MS
office 2003)I get the following error "can't find entrypoint of the procedure
GEtCuRrenTProcess in DLL-file KERNEL32.dll."\
I can't find any support of my toshiba sd-m1712 drive or lg gce 8400b.
