can't insert rows

Hi when I try to insert rows into worksheet i keep getting
the message
'To prevent possible loss of data, Microsoft Excel cannot
shift nonblank cells off the worksheet. Try to delete or
clear the cells to the right and below your dat. Then
select A1, and save your workbook to reset the last cell
used, or you can move the data to a new location and try
again'.
I have tried all this and still no joy, can anyone explain
why this has happened and help me to solve the problem.

do you get the same message when you delete row 65536 and then try an
insert a new row at row 1

Perhaps you are missing out a step or two.

Select the first row below your actual data range. Keep hitting SHIFT + END +
Downarrow until you get to row 655536.

Edit>Delete>Entire Row. Note: do not just "Clear Contents"

Do same for columns to the right of your data.

Now Save and Close the workbook. Re-open and try again.
