Can't insert an inline frame in 2002

When I go to insert an inline frame in an existing page
in 2002. The "insert line frame" option is grayed out. I
am in page view. I have tried it in both an existing page
and in a simple page that I created. I really need help
with this.

1. Choose Page Options from teh Tools menu.

2. Click the Compatability tab.

3. Set all the drop-down lists to Custom.

4. Select all the check boxes.
