cant get rid of the welcome screen and picture

When I turn on my computer it goes thru its cycle and it has this welcome
screen with the words welcome and a picture that I cant find on my computer
and it does it when I shutdown an it says goodbye with the same picture it
At one time I got a theme thing for windows xp on the microsoft site but I
remove it from the add and remove place on the control panel . I dont know
its weird its still there any suggestions. how to change the welcome screen
