icons, then disappears. no mater what i try it wont let me into control

From John Inzer:
Just wondering...did you try requesting the
hotfix suggested in the 936686 article?

(936686) Icons are missing from Control Panel,
or you cannot start Control Panel, the Welcome
Center, or games in Windows Vista
http://support.microsoft.com/kb/936686/en-us

Hotfix info:

(929637) Error message during Windows
Vista startup if the Nero InCD program is
installed and if the "Special pool" feature is
enabled in the Driver Verifier utility: "Stop
00000050"

I just recently had this problem, after installing the hotfix posted in this
group 2nd time my problem seems to be fixed. i say seemed since the problem
went away before breifly only to come back!
a temporary fix is to shut down the software liscencing service and
restarting it.
