Can't get any FTP client to work

I am running Windows 2000 with allt he latest service packs. I can
manage to use FTP if I connect using the browser but if I install and
try to use any FTP client it times out, each with the applications
specific error message but it all seems to point to a problem outside
of the clients.

I have tried CuteFTP, Filezilla, FlashFXP and a couple of other whose
names elude me.

I have tried it in passive and active mode and passive mode and this
makes no difference. Is there a service that needs to be started or
something. I have read a few tales of other people with similar
problems but no-one with a solution.

Any suggestions would be welcomed.

also have you got a firewall enabled that's blocking port 21

Thanks for the suggestions Steve. I didn't realise that McAffee 8 had
a form of firewall going on that for some reason had those ports
blocked.

This one had stumped me for ages but I always had a workaround.
