can't forward or reply to incoming messages

I got a new laptop about a month ago and installed the same Office 2003 that
I had on my previous machine. Both machines were running XP. Now, I cannot
forward or reply to messages. They never leave the outbox. This is
frustrating beyond belief. Someone please help!

the error is "(0x80042109) : Outlook is unable to connect to your outgoing
(SMTP) e-mail server"

does that answer both questions?

Is this only for reply and forwards?
Can you send new messages?
Verify your account settings in Tools-> E-mail Accounts

I can send new messages without any problem, except when I'm somewhere with a
wireless network other than my house, like my office.

Alright, that is because you are using the SMTP server from a location other
than from then network of the SMTP server. This is a good thing as server
who do allow to be used this way are known as open-relays which are a big
source of spam.

Anyway, in your account settings choose More Settings...-> tab Outgoing
Server-> configure it to use authentication.
