Can't edit layers

I have 3 websites I work on all the time. All of these use layers a lot. When
I open one in FrontPage I can only edit one layer, and only to move at that.
I have done everything I can think of, I have updated, repaired,
reinstalled. It remains the same problem.
Anybody got a solution

Are you using Format Layer to select your layer

Yes and not. It does not matter what I do I can only Move one layer. That is
all I can do in editing the whole Page. If I were to click on anything else
anywhere else on the page, the only thing I can do is move the one layer.
