Can't download security update for OE 6 says I don't haveit

Following instructions from Service Bulletin MS04-013
trying to download "Cumulative Security Update For
Outlook Express 6 SP1 (KB837009)"

Error says "this update requires OE 6 SP1 to be
installed". It is installed. I don't use it. But I
have it. It's in Program Files obviously. I have other
OE 6 SP1 updates installed via auto update. I need this
due to a Bloodhound.Exploit.6

Followed the procedure from NAV to get to Microsoft
Service Bullletin MS04-013. Followed instructions.

Most likely because you have 823353 installed (a newer update
that also includes KB837009):
