Can't delete temporary internet files or folders

A malicious website (Adult,) has created a sub-folder and
files in the temporary internet files. I can't delete
the files or folders. I can't move them or even copy
them. The folder is accessable through the command
prompt but using the rd /s /q command doesn't help. They
appear to be "locked." Can anyone help here?

Spybot does not recognize this as spyware. I also tried
bringing Windows up in safe mode with command prompt and
deleting the files with no success. Also, when I right-
click, there is no option to delete or even
select "Properties." The files will not open so I could
see the text.

Any suggestions would be appreciated.

Maybe you could create a new user and delete the old one or try system
restore or format and reinstall.
