Can't Delete or Rename Folders after deleting files inside that folder

I Can't Delete or Rename Folders after deleting files inside that folder. I get the following message "Cann't rename original file: There has been a sharing violation. The source or destination may be in use". At that point I must restart or log off in order to go back and delete that folder. How can I fix this?

This may be caused by anti-virus software or some other service. Try booting
into safe mode to see if the problem continues in safe mode. If not, you
have some service or program running that is causing this problem. My first
guess is anti-virus software.
