Can't delete Mp3

I downloaded an Mp3 file, when I try to delete it the system tells me I
can't delete the file as it is being used by another program. It says to
shut down the program using it and try again.

I don't have any media programs running though so how do I delete this mp3?
Is there a program that will tell me what file/program is using the mp3 I
want to delete?

Hi ... Start your computer in safe mode and then try to delete the file ,

Find EndItAll and download it, it's free. You can end everything running
with the Kill All feature and then delete the file. It's also handy to use
before you defrag or run into similar problems again.
