Can't delete incomplete files

I am going insane, trying to get rid of this crap from my pc, and judging by
other postes I am not the only one.

I have these incomplete files on my hard disc. I have treid to delete one by
one, nothing happens, not even a message saying cannot delet, the fils just
sits there with a smirck staring at me. I tried removing the complete
Incomplete folder containg all the offending files, I get a message here, but
the files still don't budge. "Cannot delet T-1337~MPG: cannot find the
specified file. Make sure you specifiy the correct path & filename"

I have seen time and time again where you delete a folder or file and the
screen does not refresh. If you close Explore and reopen it you will see
that the folder is gone. I notice this a lot on Via chipsets for some
reason. I have updated the 4 in 1 drivers and often this takes care of the
problem.

I have tried this and the files are still there.
