Can't delete group policy

I have a Group Policy that will not delete. I choose to remove the
link and delete the group policy object, but nothing happens.

I've tried starting a command window on the DC, typing "at 00:25
/interactive cmd.exe /k" but the new cmd window is never displayed. If
I look in scheduled tasks, the task is running and if I press
Ctrl+Alt+Del I see that cmd.exe is running, but I can't get to it.

Windows 2000 Server SP4 w/ all updates.

Figured it out; I was logged in via terminal services and the at window was
not appearing. When logged in locally, it worked fine.
