Can't delete .exe's

Why can't I delete/move any .exe programs or files on my computer? I have tried restarting it, and I have tried the .lnk and .exe fixes on http://www.kellys-korner-xp.com/xp_tweaks.htm/. Is there some kind of setting I could have changed? I can still delete by using uninstall files, but I can't get rid of anything manually. Whenever I select an exe file and hit the delete button (or right click>delete) I get an error message telling me the file is in use by another person or program. I HAVE NO IDEA WHAT TO DO AT ALL!!!

An old setup and an old game. The game was one I was making myself. It did not come from a setup file, but is just a singleton .exe program.
