Cant delete a folder

When I try to delete an empty folder I get the following
error message

Can't delete "folder name:" It is being used by another
person or program. Close any programs that might be using
the file and try again.
________________

1. The only program open is explorer
2. I tried doing with the command prompt, didn't work
3. I closed all programs running in task tray, didn't help

How do I force a dismount of the programs or processes
using this folder so I can delete the folder or perhaps
just rename it?
