Can't create past 4 pages in design view

I was wondering if there is a limit to how may pages you can use while making
a report. I am building a report in design view and was trying to insert a
fourth page, but I can't scroll down or insert anything beyond my last page.
I noticed that the ruler on the left stops at 22", and I tried changing it in
the properties but couldn't.
Any information would be useful.

That is true, you can only go to 22".

Why do you need a detail section of a report longer than that? That is
pretty rare. What type of report is this?

Printing something like a contract or a repot that includes a lot of static
text is a common reason for reports longer than 22". One way to accomplish
this is to create several sub-reports and place them in your report.
