Can't copy the items. The Operation Failed

Outlook 2003, connecting to Exchange Server 2003.

I have one user, and when she tries to copy items from her inbox into a
Journal Public Folder, she receives this error. It's pretty random, sometimes
it will work fine for many items, sometimes it stops immediately.

Restarting Outlook lets her copy them again, at least for a little while.

Outlook is patched current, and I've tried both re-install and detect and
repair. She is not copying to a PST file, and I've tried deleting extend.dat
and OAB files in the application directory, as well as clearing out temp
files with the Disk Cleanup Wizard.

There are also no add ons enabled.

Does the issue also occur on other exchange mailbox users?

Based on my experience, such an issue may be caused that the current outlook profile was corrupted. Have you create a new Outlook profile for
this user? If not, follow the steps below to create a new outlook profile.

A new profile is a new environment for us to use Outlook. To create a new profile is only for a test to see if the problem is related to the corrupt
profile of Outlook. Creating new profile will not do any damage to the old profile.

1. Quit Outlook. Go to Start menu > Control Panel > Mail, click Show Profiles¡­
2. Select the "Prompt for a profile to be used" check box. Click Add¡­
3. Type the profile name as "new outlook profile", click Ok.
4. Select Add a new e-mail account, click Next. Follow the wizard to configure the user's exchange account in the new profile
5. After you restart Outlook, choose the new outlook profile to open it. Keep testing the issue and let me know the result.

I didn't think of trying that, I've created a new profile, and I'll let you
know if the problem persists.

As far as I know, this is the only user who has the issue.

I understand that you have created a new Outlook profile and configured the exchange mailbox in the new profile to test the issue. When there
is any progress, please let me know. I am happy to work with you.

In addition, if the issue recurs in the new Outlook profile, start Outlook in Safe Mode and keep testing the issue

1. Quit Outlook. Click Start menu, and click Run.
2. In the Open box, type: "Outlook /safe" (without the quotation marks).
Notes: There is a space character between Outlook and the forward slash (/).
3. Click OK.
4. If the problem doesn't occur under Outlook safe mode, please restart Outlook in normal mode and uncheck all the add-ins in Outlook to test
the issue.

a. Open Outlook. (Note: If you cannot open Outlook, please come into Outlook safe mode instead)
b. Click Tools menu > Options.
c. In Other tab, click Advanced Options.
d. Click COM-Add-Ins and then remove all add-ins, click OK.
e. Click Add-In Manager and remove all add-ins. Click OK, OK, OK.

Test the issue again. If the problem is still there, try next step.

Rename the Cache Files

Search for the following four files and rename them by changing the file extension from ".dat" to ".old". These four files are temporary cache files
that Outlook 2003 loads on startup. (Be sure to check the "Search hidden files and folders" box under "More advanced options")

outcmd.dat
extend.dat
frmcache.dat
views.dat

Journal Public Folder, she receives this error. It's pretty random, sometimes
it will work fine for many items, sometimes it stops immediately.

Restarting Outlook lets her copy them again, at least for a little while.

Outlook is patched current, and I've tried both re-install and detect and
repair. She is not copying to a PST file, and I've tried deleting extend.dat
and OAB files in the application directory, as well as clearing out temp
files with the Disk Cleanup Wizard.

There are also no add ons enabled.
