Can't copy some shortcuts into Start menu

I have a folder called Pretty Good Solitaire. As you may have guessed, it
contains all the related links for the game, Pretty Good Solitaire. I also like
to create a folder called "Card Games" and have it under my "Games" folder. In
"Card Games" I like to have the Microsoft card games (hearts, spades, etc.) and
the folder for Pretty Good Solitaire. However, nothing I do will get the whole
Pretty Good Solitaire folder to copy. All it ever brings over is one icon
created by the game itself. All the core shortcuts never show up.

I suspect this has to do with permissions. I never use user accounts and just
have the system boot to the desktop so I'm in admin mode all the time. How can I
get these icons out of whatever mode their in so they'll copy over?

Right-click the start button, choose explore. You should be able to
create your folder there, using drag and drop to bring in whatever you
want.

My games folder is in location:
Documents and settings \ all users \ start menu \ programs \ games
