Can't Connect To Site

My buddy can't connect to a site he usually goes to...
I connect to it just fine from my place...He has no blocking software,
cleared his temp, and internet temp files...Also changed HOST to
HOST.OLD, and did CMD ipconfig /flushdns and rebooted...

I also check his Zone Alarm settings, and other internet settings,
all to no avail...I even had him download Firefox, thinking maybe it's
an IE problem, still no go...

Could it be his ISP, and the problem's there? Any help would be
appreciated...

Hi,
It could be a problem at the ISP level.

Have you at some point done a complete shutdown of computer, modem, router,
etc for a few minutes? That sometimes helps.

Yep, no problem at all for me either to gain access...and beside,
that's a rather "very exciting site" at the same time; he, he!!
