Cant connect to internet through any microsoft programs

Please help. I cannot connect to the internet through
internet explorer, or any microsoft program. I can not
even use my remote access features from the computer
vendor. I can connect using Netscape, and I can use yahoo
messenger, but when I try to use ie, i get a page cannot
be displayed error and some long name in the address bar.
I have ran several scans with Norton and have came up with
nothing as far as viruses are concerned. What could be
causing this and how can I go about fixing it?

perhaps, you have proxy settings on your computer?
