Can't change my startup menu, says I need to sign in as administra

I tried changing the programs that load when I startup my computer, but it
says I need to sign in as administrator, but I am the administrator. I only
have two accounts, mine (administrator) and my kids (limited). I started my
computer in safe mode and went to log onto another account and there were
three accounts, mine, administrator, and my kids, so I logged onto
administrator and tried to change the system configurations but it still says
"An Access Denied error was returned while attempting to change a service.
You may need to log on using an administrator account to make the specified
changes." Not sure what to do other than taking it to some computer techs.

There is an account - you, there is also a separate account - Administrator,
there is the account - kids.

Signing in as you does not mean you have signed in as Administrator. At the
log-in screen hit CTRL-ALT-DEL twice and fill in the log-in info as
Administrator and the correct password.
