Can't build data connection

I am getting an error message when I try to publish my web site via ftp. The
connection worked fine in FP 2002, but seems to have broken since upgrading
to FP 2003.

I receive this error message: 425 Can't build data connection: Connection
timed out.

I tried using the command line ftp and received the same error message.
However, using a third party ftp client works fine on some ftp sites and
gives the same error on others.

Thoughts?

Does the remote server have the FP extensions?

Is it possible that when you upgraded to FP2003, you also
installed Windows XP SP2?

If so, then in Remote Web Site Properties, you may need
to check Use Passive FTP.
