Can't Activate a Terminal Server Licensing Server

I just found out that we only have 120 days till our MAC users would need to start getting their terminal services licenses from a terminal server licensing server......anywho. When I try to activate a terminal server licensing server (from Terminal Server Licensing), the wizard does not pop up. Is there anything else I can do to start this wizard? Or am I missing something else?

You have to install the TS Licensing Service first, from Control
Panel - Add/Remove programs - Add Windows component.
If this is a W2K domain, it has to be done on a Domain Controller.
After installation, you can run the TS Licensing Wizard to activate
it and install TS CALs on it.
