Can't access "Internet Options"

OS is WinME with all patches up to date
IE 6
Norton AntiVirus and Norton Personal Firewall


The Problem:

When I try to access Tools>Internet Options I get this error message:

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

I have system set up to logon automatically using Windows Logon, so in
effect there is only one user and one administrator.

Suggestions?

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".

Thanks, Frank! Problem was with Spybot, as described by M.Burgess.
