can't access internet options in IE ^ toolbar

When I try to access the internet options menu under
brpowser item 'tools', I get this error message:

" Restrictions"
This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator."

I am not on a lan and have gone into my administraive
tools, but can find nothing relating to this. I haven't
knowingly restricted anything.

Restore All tabs in IE and Removes the ** Internet Options ** Restrictions
as well

The problem is due to:

1. A spyware. Download Ad-Aware from www.lavasoftusa.com, scan the system
and eliminate the malware products. Re-apply the above fix if necessary.
** Remember to update the pattern file using WebUpdate in Ad-Aware **

2. You have enabled SpyBot immunize (protection) feature or any other
similar software

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel". See:
