cannot start windows

Hi all,
I got a message saying "Windows XP could not start
because the following file is missing or corrupt:
\WINDOWS\SYSTEM32\CONFIG\SYSTEM "

I have been using by back up Dell XP cd to run in BIOS
mode and followed this article

but I cannot proceed to part 2 becuse I can't get to the
start up menu. I have been going in circles...PLEASE HELP!!

I think my problem is slightly different. My problem is
Windows could not start because of the following filies
missing or corrupted.

<Windows root>\system32\hal.dll.
Please re-install a copy of the above file.

So what i did is, i downloaded the hal.dll file from some
site and from Microsfts site as well and put it on floopy
disk (cause i thought the step will boot it). When i
insert the dick in to the computer to boot it, this
following line apears.

Remove disk or other media.
Press any key to restart

and just like that. Going in circles. So plz, can anyone
helps us?
