Cannot start "Remote Access Connection Manger"

Hi:

I recently upgraded my Windows XP Home edition to
Professional edition. When I did this, I lost my dial-up
connections. I was trying make a new connection to a dial-
up network but was unable to do it because my "Remote
Access Connection Manger" was not started. When I go to
start it, I keep getting an error saying "Error 5: Access
Denied". Can anybody educate me on what I am doing wrong
and how I can remedy this problem?

This is the usual cause....

Re-apply SP1 to fix.
