Cannot start Office Outlook.

Platform: XP-Pro, all service packs and updates installed
I had to reinstall Office 2003 Pro on my PC. The installation and activation
were normal.
All programs are working correctly, except outlook. When I click the outlook
icon I am getting the following error message; "Cannot start Microsoft Office
Outlook. Unable to open the Outlook window. The set of folders could not be
opened".

I have tried to 'repair' the installation in control panel>add remove>
change and also uninstalled outlook and re installed it. This has had no
effect, the error is the same.

Any help would be greatly appreciated.

DId you create a mail profile and add a PST to it?
