cannot shutdown in normal mode

I am unable to shutdown in normal mode. Able to do that in safe mode. tried
the following:
1. creating a new user account
2. shutdown -f and all possible switches
3. did msconfig and disabled startup and services..except microsoft services
4. tried running utilities from kellys korner as well none worked.
5. removed mcafee software completely still no go

It just seems as if the turn off button just doesnot work at all in normal
mode but it does work in normal mode and also if we do switch users and then
click on the turn off button there. Please advise what can be done here
