Cannot send any emails (STMP ERROR)

I can receive and download emails, but I cannot send any. Here is the error
report

"The connection to the server has failed. Subject 'here', Account: 'Up with
People', Server: 'mail.upwithpeople.org', Protocol: SMTP, Port: 25,
Secure(SSL): Yes, Socket Error: 10061, Error Number: 0x800CCC0E"

I am using Outlook web access. Any ideas?

Two possible trouble areas:
1) SSL is seldom used with port 25. Are you sure your mail host has
specified that the SSL option be used?
2) It is possible that your ISP is blocking port 25 traffic to other servers.
