Cannot restart IIS

I cannot get IIS to restart. When I got to Computer Management and click on
Internet Information Services or its + sign I get nothing but an error after
waiting for several minutes. I have typed "iisreset" into the command prompt
and I get "The service did respond to the start or control request in a
timely manner." I have also attempted to go to the IIS Manager with "inetmgr"
in the command prompt and get nothing at all.

As Administrator or user with admin rights.
Go to settings/AddRemove Programs. Click on the Add/Remove Windows Programs.
Check to see that the IIS is there with all the subprograms. If no install using
the MS CD.

I checked "Add/Remove Programs" and all that's there is IIS URL Scan
containing nothing. I also did a search and got a list of several components.
I have attempted to reinstall IIS from the disc and ended up deleting Media
Player and IE Explorer even though I had unchecked them. I then did a System
Restore to get everything back to a previous condition. HELP!
