Cannot reply to emails

I'm using Outlook 2003 for internet mail. Recently I have been unable to
reply to emails. When I click on "Reply" the message goes to the outbox
(set to send/receive at 10-minute intervals), but is never sent. In the
"To" box the recipient's name has had single quotation marks added to it,
like this: 'Recipient Name'

I am able to create a new message to the same recipient, and that works.
Also, this problem occurrs whether the recipient is in my Contacts or not.
Only change I can recall making to the system is an upgrade to Norton
Internet Security 2004, which added an anti-spam toolbar. When I disable
NIS, I still can't reply to emails.

Anyone have any ideas where I might look for a solution?

I should mention that all updates are applied to Office, and the OS is Win2K
SP4.
