Cannot record higher than 16x in WinXP

No matter what I do, I cannot get Nero or XP to burn faster than 16x.
If I go to the recording tab under the properties of the CD burner, I
get 1x,2x,4x,8x and 16x as burning speeds even though my drive
supports 48x. Nero tests at 48x, but will not burn that high
regardless of what media I use (TDK, Maxell, imation, Memorex, HP,
etc. How do I modify those speed ratings.

Maybe nothing. It will ramp the speed down to accommodate all the factors
involved, and that includes where you're copying from. So of you're copying
from a slower CD drive or a highly fragmented hard drive or on the same IDE
bus, you're going to get a slower transfer. Or, it's possible that although
the drive is rated at 48x, Nero is seeing it as a slower drive and adjusts
for that. You might want to check with Nero and see if they have any clues
as well.

Look at the specs for your burner again: it may well be capable of
reading at 48X but only writing at 16X. And, burning rate varies
depending on the media: CD-RWs don't burn as fast as CD-Rs.
