Cannot receive messages in Outlook2003

In outlook 2003 I set up an email account and it successfully tests the connection and sends an email. However I do not receive the message no can I receive other messages. I have confirmed that the messages can be read via the browser. I have recorded the error log as follows

Can you verify that the problem is with the mail server at sbcglobal.net? Or other suggestions

Well, I can't verify that there's a problem at sbcglobal.net, but I *can*
verify that the server you connected to says that you have no messages in
your inbox.
