For some reason I can no longer receive emails from a particular contact. I
have never had problems receiving emails before from this person. I checked
everything and cannot see why this contact is being blocked. What am I
missing?

Some ISPs use a "Blacklist" provided by a third party like "Spamhaus".
If you IP address gets on this list they will simply trashcan email from
you. The ISP used by my UK pension provider uses the Spamhaus blacklist
and for whatever reason my IP address ended up on it, in fact not just
mine but the whole block of IPs used by my current ISP here in Iowa.
Spamhaus provide a way to remove your IP however it simply does not
work, and in my opinion their actions should be illegal because I am
paying my ISP for a service that they are blocking.

If your contact is on that list then you will never get their emails,
and you own ISP may be the only person who can help. You will need your
contact to provide their IP address if this is what's happening.

Spamhaus doesn't block anything. They only publish a list. It is up to
individual mail providers to decide if they want to use *that* list or
somebody else's list of suspected spammers. Your beef is with
providers who use unreliable blacklists.

I assume they had a good reason for adding that block of IP addresses
to their list. To be sure, there is a lot of 'guilt by association' going on.
If one user of an SMTP server engaged in sending spam, everyone using
that same SMTP server may get blacklisted. The purpose for doing so is to
put pressure on the mail provider to tighten up their anti-spamming measures.
